Shared Municipal Services Roundtable Discussion with Pennsylvania State Legislators

These challenging economic times find Pennsylvania local governments coping in a variety of ways. Municipalities are identifying new ways to work with neighboring communities or are dusting off old service sharing or consolidation proposals out of necessity. From this tough situation positive impacts could emerge-many local services improve when the scale of the delivery system extends beyond the existing political boundaries. Yet in the midst of this crisis and opportunity, state funding programs and services intended to support such efforts have been eviscerated by budget cuts. How can Harrisburg better help locally initiated intergovernmental cooperation endeavors get started and keep going? What are the fiscal and policy moves that the state must make now to stimulate intergovernmental innovation at the local level?
